DCM Technical Services has been providing measurement & mapping solutions and accident reconstruction services since 1996.  All DCM Technical Services solutions are objective and based on the laws of physics, peer reviewed research and sound judgment.

Who Is DCM?

DAN MILLS – Owner & Consultant

Dan Mills, Owner of DCM Technical Services since 1996, has been providing measurement solutions to multiple industries including Forensics, Architecture, Geology, Industry & Engineering, Archaeology and multiple other miscellaneous projects.  Dan has a Bachelors of Technology, Survey Engineering from Ryerson Polytechnic University as well as a certificate in Digital Geographic Information Systems from Ryerson.  Dan is also continuing his education and working towards a Masters in Civil Engineering (Transportation).

Dan also has experience working for TRANSPORT CANADA having served as the Lead Collision Investigator, Vehicle Safety Research Centre (VSRC) from 2000 to 2003.  This experience at Transport Canada provided Dan with unique opportunities to determine the effectiveness of the Canadian Motor Vehicle Safety Standards and to evaluate vehicle crash worthiness. His responsibilities included all aspects of collision reconstruction, providing technical expertise and training to other VSRC investigators and police officers and providing expert testimony for court on completed investigations.

Dan has experienced testifying to the accuracy and legitimacy of his analyses on numerous occasions, in both Canada and the United States

 

R. TOD WHITFIELD - Forensic Lighting and Measurements

Tod Whitfield worked for thirty one years as a police officer, finishing his career as a forensic specialist. As the Sergeant in charge of the lab for the Toronto Police Forensics Unit, Tod was tasked with identifying and implementing technology to better investigate and present major crimes to the court. One of the technologies he identified was photogrammetry. Tod was trained in photogrammetry in 2006 and was active in its implementation in the police service. He is an inventor with several patents to his name, and continues to develop new and exciting ways to use technology.

 

MEGAN McBURNEY - 3D Modeling and Measurements

Megan McBurney is a graduate of OCAD, Guelph University and Sheidan College with  a specialty in Fine Arts and Computer Animation. Megan started her career in Hollywood as a 3D modeler with Rhythm & Hues Studios and later expanded her role as a computer animator and effects artist at Disney's live action division
Dream Quest Images/the Secret Lab. Her film credits include Armageddon, The Rock, Inspector Gadget and Gone in Sixty Seconds.

In 2000, Megan was part of the formation and success of Division X, a 3D animation studio in the Detroit area providing animations and special effects for national broadcast, commercials, print and web applications. Division X also specialized in the creation of photorealistic imagery for the automotive industry; scanning and building 3D assets for use in national campaigns. Megan brings her extensive experience working in the 3D environment to DCM.

 

BRAD NORRIS – Business Development / Measurement Analyst

Brad is a graduate of York University with a specialty in Sport Administration.  He has worked with a variety of sport organizations since 2000 and brings a strong knowledge and background in business development, customer service and marketing to DCM.
